Why voltage indicater is always on and voltage value on gauge is zero

Battery Voltage ID12 , if you use ELM327 // any ELM327 can support this PID - what device for connect to you car you use?

By default, RealDash uses ATRV command for OBD2 to read battery voltage. That is the voltage on the adapter, not on the ECU. This seems to be most compatible option as not all vehicles disclose ECU voltage.
