Send Backward, Send Forward not working

The “Send backword” one layer not working. The “Send Forward” not working. The “Send to Back” and “Send to Front” works fine.

Please write what OS do you use?
Everything works great on android. Do you have win10?

Edit: seem to work fine for me, tested on Windows and Android.
